Willow Springs development talks heat up
The El Paso County Board of County Commissioners voted unanimously to continue the hearing on the Willow Springs Development after hearing concerns from residents and representatives from the town of Monument on Thursday.
Many people in Monument are concerned about water availability, the future extension of Mitchell Avenue, emergency road access and imminent domain.
The proposed development which is planned to go in west of Denver Highway, north of Baptist Road and east of Mitchell Avenue encompasses approximately 248.2 acres and includes 106 acres of open space, 4.5 acres for a park of 11 hectares and a right-a-way.
John Maynard, a representative of the firm Land development, NES, presented the development project on behalf of applicants - Bank of integrity and trust and the HBC Willow Springs LLC, which foreclosed the original developer ..
Maynard presented a map at the hearing and indicated where the parcels were for housing and open space and park. He also highlighted some of the open space which he said serve corridor of trails and be used as an emergency access route for emergency services.
Maynard said that access to the western portion of the development would be Baptist Road and Forest Lakes Drive and he indicated that there are several access points on Forest Lakes Drive which would access the land use parcels.
Regarding the extension of Mitchell Avenue, Maynard told commissioners that the $500,000 that was to be put up for a future right-of-way in the original proposal with the town of Monument is no longer dedicated to Mitchell Avenue in the current plan.
"It's the difference between the application of this city and a" Maynard said, adding that the county can use the money as it sees fit.
"The numbers of traffic can justify the connection of the Mitchell Avenue, but I think the responsible planning and common sense would tell you otherwise," said Mayor Travis Easton. "Whether it is a classification of arterial or collector Mitchell, I think the connection is necessary especially when you consider emergencies.
